Nicola Bulley’s cellphone was discovered by a dog walker on a bench before she was reported missing, and he says he “felt something wasn’t right.”
When Ron, the guy, first saw the phone, he assumed that someone had left it there while they went to the restroom close by.
The dog walker said that on Friday, January 27, at 9:30 am, he discovered Ms Bulley’s phone on a bench in the park and provided a complete statement to the police.
But when it seemed like nobody was picking up the phone again, Ron said that he looked at it and seen a background image flash up that showed Nicola and her boyfriend, Paul Ansell.
While he didn’t know the couple by name, Ron, who nearly daily walks his own dog in the same neighborhood, recognized them as Nicola and Paul’s dog’s owners.

“I got to about this red brick building here and I thought ‘this is not right’. Then it was just a progression of things happening, you know. Because of the wallpaper on the phone we found out who the couple were, and the school was contacted and Paul arrived.” he said.
It has been confirmed by the UK’s Information Commissioner that it will question Lancashire Police on the choice to make public Nicola Bulley’s difficulties with alcohol and HRT.
Current Information Commissioner John Edwards stated in a statement:
“Data protection law exists to ensure people’s personal information is used properly and fairly. This includes ensuring personal details are not disclosed inappropriately.

“Police can disclose information to protect the public and investigate crime, but they would need to be able to demonstrate such disclosure was necessary.
“We recognize that at this stage of an intensive, live investigation, the force must focus all their energies on the inquiry.
But given the high-profile nature of this case, we will be asking Lancashire Police to set out how they reached the decision to disclose this information in due course.”

Nicola Bulley’s final text message revealed – sent just minutes before the incident
The mother-of-two is said to have contacted a pal about getting together that week with her kids only 30 minutes earlier before the unfortunate incident.
Recall, the 45-year-old vanished on January 27 in St Michael’s on Wyre, Lancashire, after dropping off her kids, ages six and nine, at school.
Sarah and her springer spaniel Willow were last spotted walking along the River Wyre around 9:10 a.m.

In the meanwhile, Ms. Bulley’s neighbors and friends, notably her next-door neighbor and friend Charlotte Drake, have persisted in assembling at a bridge over the Wyre to hang yellow ribbons bearing inscriptions expressing their continuous optimism that she will be found alive.
